Professional Experience

Ms. Barlow represents clients in energy, regulatory, and public utility law. Her practice focuses on advising electric generators, trade associations, cooperatives, and utilities in administrative proceedings, litigation, and on transactional matters. She brings a strong analytical and detail-oriented focus to her practice and a background in economics and policy.

Prior to joining Sanger Law, Ms. Barlow worked in a variety of legal and policy roles.  She has experience in both litigation and transactional law, as well as in State administrative proceedings. She researched issues related to SB 1547, Oregon’s “Coal to Clean” bill, during her time with the Oregon State Legislature. Between college and law school, Ms. Barlow volunteered as an AmeriCorps Volunteer In Service To America (VISTA) in Montana where she helped to create sustainable programs in energy efficiency, water conservation, alternative transportation, recycling, and public transit.   

Ms. Barlow graduated from the University of Oregon School of Law in 2014.  While there, she was co-director of the Green Business Initiative, and participated in the Small Business Clinic and Local Government Law Externship programs. She received her Bachelor of Arts, magna cum laude, in Economics and Environmental Studies from Western Washington University in 2010.  At Western Washington University, she focused her studies on energy and resource economics and policy, and she completed her cumulative project on green power programs and renewable energy certificates.  

Ms. Barlow enjoys backpacking, travel, spending time with her family, and working on creative projects.
